ATTENTION WELL DRILLERS (updated January 24, 2023)
Drilling permits are no longer required to drill water wells within Jackson County. However, any person drilling a water well must provide the district with written notice of intent to drill a well before the start of drilling activities. The form to be used to provide notice of intent to drill a well can be downloaded from the following link: PDF

Information about the Budget for Fiscal Year 2023 and Tax Rate for Tax Year 2022

District Information
The District is located in Jackson County, Texas. The District boundaries are the same as the area and extent of Jackson County, Texas and is comprised of 829.5 square miles.
The District was created in 2001 by the 77th Texas Legislature, regular session, enacting SB 1911, May 17, 1999 and passed the House with amendments on May 28, 1999. This act is recorded in Chapter 1294 of the Acts of the 77th Texas Legislature. The District was confirmed by local election held in Jackson County on November 6, 2001 with 52.5 percent of the voters in favor of the District. The citizens of Jackson County passed the taxation proposition with 61.1 percent of the voters in favor of the proposition.
The District is governed by a seven member board of directors - one member elected from each of the four county precincts and three members elected at-large.
The Texana Groundwater Conservation District (the District) is committed to managing, conserving, preserving and protecting the groundwater resources of the District. The District is committed to maintaining a sustainable, adequate, reliable, cost effective and high quality source of groundwater to promote the vitality, economy and environment of the District. The District will work with and for the citizens of the District and cooperate with other local, regional and state agencies involved in the study and management of groundwater resources. The District shall take no action without a full consideration of the groundwater needs of the citizens of the District.

The District has implemented a number of primary programs to accomplish the mission of the District and achieve the goals and objectives of the Management Plan of the District.
Groundwater Conservation Program
This program enables the District to promote activities that conserve and preserve the water resources of Jackson County. The District promotes activities such as rainwater harvesting, efficient use of groundwater, conjunctive use of groundwater and surface water, prevention of subsidence, prevention of waste, brush management, recharge enhancement.

Groundwater Management Program
This program enables the District to ensure that well owners adhere to the applicable regulations established within the Rules of the District. Through the processing of permit applications, the District preserves historic use of grandfathered, non-exempt wells, authorizes the drilling of new or replacement wells, authorizes groundwater production, and groundwater transport. The program enables the District to track and categorize water wells within Jackson County. The information developed through this program is necessary to calculate exempt-use well pumping, protect existing wells, facilitate communication between the District and well owners, and support the Districts efforts to manage the aquifers in Jackson County in a sustainable manner.

Groundwater Monitoring Program
This program enables the District to evaluate the condition of the aquifers within Jackson County. In particular, water level monitoring supports the District's efforts to limit overall drawdown of the aquifers while water quality monitoring supports the Districts efforts to ensure the usability of the aquifer is not significantly diminished.

This program enables the District to establish management goals, management objectives, management measurement as well as regulations that are feasible, effective and focused on the District’s mission to protect and conserve groundwater resources.

Groundwater Protection Program
This program enables the District to investigate complaints and potentially harmful activities regarding groundwater usage and well conditions that may constitute waste or result in contamination of the aquifer.

This program enables the District to gather and develop information that is used to manage groundwater resources within Jackson County and develop policies and rules that are beneficial to the long-term, sustainability of aquifers within Jackson County.

Groundwater Resource Planning Program
This program enables the District to influence and participate in regional water planning efforts. In particular, the District actively participates in the Lavaca Regional Water Planning Group (Region P) which develops water management strategies focused on addressing predicted water needs within the region and Groundwater Management Area 15 which develops Desired Future Conditions for the groundwater resources within the region.

Administration
This program enables the District to complete all the administrative tasks necessary to support the other primary programs of the District. The program includes the projects and activities associated with conducting meetings of the Board of Directors, completing, tracking and reporting of financial transactions and investments of the District, administrating election activities, provisioning and maintaining information systems, tracking and evaluating performance, and managing the records of the District.
